A senior strategist, backed by tools he built himself.

Rob Shrum is the Founder and CEO of Nexus Public Affairs, a state government affairs firm built on a simple idea: a client should get the judgment of a seasoned operator and the output of a full support team, without the cost, overhead, or burden of building and managing one.

That is possible because Rob does two things most government affairs professionals do not do together. He runs the advocacy, coalition, and stakeholder work that moves policy across the states, and he builds the custom intelligence tools that let a lean team cover the ground a much larger one normally would. When a national retailer needed to understand its specific policy exposure, he built an impact-analysis tool for it. When a technology client was facing organized opposition, he built a predictive state-intelligence platform to map the threat before it was filed. If the right tool to solve a client's problem does not exist, he builds it.

His experience runs deep across the sectors where the hardest state fights happen, including technology, telecommunications, crypto, retail, and fintech. Before founding Nexus, Rob led external affairs and stakeholder engagement solutions at the state and local government relations firm MultiState. He previously held leadership roles at National Taxpayers Union and National Taxpayers Union Foundation, led grassroots advocacy programs for CTIA — The Wireless Association, and worked at organizations including the American Legislative Exchange Council and the Tax Foundation.
