Who is actually behind the campaign, and how do we know.
The visible opponent is often not the one whose interest the campaign serves. NIM maps the actors in a policy fight and the evidence for every relationship between them, arranged by the stage the evidence puts each actor at. Every line is a claim carrying its source and a confidence tier. It answers the question a bill tracker cannot.
Actors placed at the stage the evidence puts them at.
A coordinated campaign has a structure, and that structure is usually not visible from the bills. NIM arranges the actors by their role in the fight rather than by how loudly they appear in it, so the distance between the group filing testimony and the interest funding the effort becomes legible. Read left to right.
Every claim states how well it is established.
The tier governs what you can responsibly do with a claim, and it travels with that claim into every view and every export. This is the difference between intelligence you can check and intelligence you have to trust. Claims awaiting review are withheld from view entirely. Read the methodology
The record is its own source. A filed registration, a recorded vote, a court order. There is nothing to interpret.
Cite it directlyA citable public artifact establishes it. A disclosure, a filing, an attributable public statement.
Cite it directlyThe evidence supports it, but no single source states it outright. A working conclusion drawn from several records.
Describe as an assessmentThe pattern suggests it and it is not established. Useful as direction, never as assertion.
A line of inquiry, not a claimThe same field, at the altitude you need.
A general counsel and an analyst need different things from the same picture. The views are the same evidence rendered at different depths, so a summary a senior can forward and the record behind every line are never two separate documents.
The summary a senior can forward.
The shape of the campaign in a form that survives being sent to a general counsel or a chief executive without a briefing attached.
The same picture in full.
Every actor and every relationship, with a density control so the map can be opened up or narrowed to the actors that matter to a specific decision.
Every claim with its provenance.
One row per claim: what is asserted, the source behind it, the tier of evidence, and the date it was established. Copyable row by row.
What has moved since a set checkpoint.
New actors, new and strengthened connections, and connections that have weakened, including movement between confidence tiers.
An apparatus is deliberately concealed. The map says where it cannot see.
The limits are stated because a map that claims to show everything is the one you cannot rely on. Where the evidence runs out, NIM marks the gap rather than filling it.
When a fight turns organized.
NIM is opened when a campaign stops looking like scattered bills and starts looking like a structure. If that is what you are seeing, request a briefing and Nexus will show you what the field looks like.
